ETC announcing move towards integrating into the Global Clean Power Alliance Finance Mission

The United Kingdom is progressing work to integrate the Energy Transition Council (ETC) into the Global Clean Power Alliance (GCPA) Finance Mission, to enhance and streamline our offer to partner countries. Launched in the lead up to COP26, the ETC brings its significant experience in supporting Emerging Market and Developing Economies on clean energy transitions through practical, country-focused engagement and the provision of technical assistance.

The British Embassy Vientiane hosted a National Dialogue on the Clean Energy Transition on 25 February 2026, co-hosted by the Ministry of Industry and Commerce, the Energy Transition Council (ETC) and the UK Aid-funded Climate Compatible Growth (CCG) Programme.

Ministers and leaders from over 20 countries and international institutions met in Belém for the 11th Energy Transition Council Ministerial on 15 November 2025 at COP30. The Ministerial on ‘Financing the Energy Transition: From Fossil Fuel Incentives to Clean Energy Investment’ was co-chaired by the COP30 Brazilian Presidency; Michel Heijdra, the Netherlands’ Climate Minister; and Katie White, the United Kingdom’s Minister for Climate.

Our support

The ETC facilitates donor and development agencies’ coordination to support partner countries’ clean energy transition. In 2023, we convened in-country working groups in Egypt, India, Lao PDR and the Philippines to progress country support on various themes and to streamline the technical assistance offers from donors in these countries.
